x1900xt power?

I've got the sapphire 1900XT watercooled... its no longer the GPU that gets hot but the power regulators. They hit 96degress when I had the card clocked to 760core and (according to ATITool) they were sucking over 30amps!
I'm hooking up a fan to blow cool air over the card to try and calm the heat.
The cards are an overclockers dream project
They reward you with some amazing overclocks if you get it done right.

Its not actually 30A, its more like 10 and probably less. Thats what the core is being supplied... NOT what is being drawn

Because I have my fan speeds at those temps @ > 50%

Ati tools does the job nicely. Im just hoping the guy developes it to support crossfire setups 
The Voltage regulator does run VERY hot (mine went up to 100c when i was overclocking!). Put a fan in the side of your case over the HS for it though and it drops the temp a LOT (mines now at about 80c underload at 680/810 OC). The stock fans actually pretty good but when you have it on at full it is loud. If its not overclocked you you can just keep it at about 25-30% speed and it should be ok.
I have the connect3d one too, pretty nice card and clocked up pretty well (above clock is on stock voltage for the core and 2.083 for the memory).

I got the reading from ATITool... I dont understand how the card is being supplied with 30amps but only drawing 10. The amp figure in ATITool increases as the card is put underload. Idle its about 5.2amps. Under overclocked load it hits 32.5amps.
Keen to get a better understanding of this.

i think i understand this. the core does not run at high voltage (12v).
like a car amplifier which runs at 12v but uses lots of current from the battery to step up the voltage on the output side.
these cards work the opposite and the troids on the card are used to step down the voltage and increase the current. so yes i understand now how the card can have 30amps at 2v or whatever it runs at.
question is this: my psu has a single rail with 24amp rating.
is that going to be enough to power this card, my cpu etc, 2 hard drives and 2 dvd drives?
