I currently have HIS X1950 256mb graphics card connected to a dell 2005wfp(dvi) and a 42" PX80 plasma(vga). I am thinking of getting the lg blu-ray/hd optical drive and was wondering if the X1950 will handle HD ok?

I will connect it to my PX80 with a dvi-hdmi lead.

Yes. My friend has a low end single CPU and before he bought my X1900XT the things he watched in HD were not viewable due to being too slow and jerky. With the X1900XT he can watch them fine.

If by somehow the X1950 isn't enough to cope with your new TV you could always get either a 3870XT which should be better and the 4850/70 at a last resort. This is only if the X1950 is not capable which I think it is.
