X1950 Pro and PSU.

if its just heatpipe and no fan yeah it will be silent.

480w should be ok, check the side of it and it should show the ampage for the 12V lines, 1950pro is recommended to have something like 27/28A long as you're close to that it should be ok.

looks a big beasty but it will be 100% silent you will need acase with good ventilation.

the next quietish ones i think will be powercolor and the asus, with the ssaphire and ocuk bein just slightly noiser. they arnt loud though well i dont think my saphire one is.

My current Philips TFT is 1280x1024 but I'm looking at getting the 20in Philips @ 1680x1050.

The 512MB one on here is £93 ish.

I've also read that 512MB is good for smoother gameplay as the game stores gfx on the cards RAM and doesn't have to access them from the HDD. And it's also usefull in very high settings in Doom 3 for example.
 
the developers say it can be ran at decent settings on a 7800gtx or equal card, so if the x1950 pro is its equal then yeah should be fine
