How much more performace is there in the XTX (512mb) than the XT (256mb) version on the X1950. Will the 512mb only help a lot at higher res?

Not that much, Sapphire XT has the same core speed of 650, but has slightly slower memory as its got 1800, where as the XTX has got 2000, the XT only has to fart to gain the diff up, but with the gap that small the difference is probably nothing anyway, and yeah the 512mb is only really worth it at high resolutions, and even then the diff is probably only 5fps or so.

I've personally had a X1900XT and a X1900XTX.
If you can, I would get the X1950XTX
If you can, I would get the X1950XTX
