No, x1950 XTX is about 1-2 frames faster than the x1900 XTX which is about on par with the GTX. 
No, just overclock your GTX a little and you will makeup the performance difference.. Why not get a second GTX and use SLI then there would be a noticable performance difference.

Whats wrong with that?
7900GTX = X1900XT-X
X1950XT-X is a few % quicker than a X1900XT-X which just nudges it into the lead.
