X2 3800+ STAYS AT 30-33C WITH 5220 rpm fan

Hi,
regardless of my cpu fan being one that will run at 5220 rpm(flat out), or one that runs at 2400 rpm flat out the temp stays the same(while not really doing anything)and at around 45-55c under load.
Anyone have any thoughts on this?

It is most probably because you cannot cool your CPU lower than ambient temperature. I think this may be the case. Have you tried running with the side panel off to see if lowering the ambient temperature changes anything?
 
30-33 idle temps aren't bad at all, I imagine your case temp is around a bout there. The load temp is a bit high perhaps, but I'm here comparing my temps from a Zalman 9500 up to your stock heatsink (I presume that is what you are using)
 
Using Thermaltake StreetFighter fan on A Silent Boost all copper heatsink
at the min.
Case temp is around 36c.
Have an Akasa 120mm 1500 rpm case fan(extracting)
Changing to a SilentCat(92mm)Thermaltake(2500rpm)soon and a Silentcat 120mm case fan(extract).
The Silentcats are Panaflo's.
 
Your case temp is way too high

Are there many cables in the way? Is there anything that could be obstructing airflow?

I've got a 130nm Opteron (hotter) with a single Akasa Amber @ 600rpm and my case temps never go over 30 degrees. That's with a Zalman GPU cooler dumping heat into the case too and only a single 80mm fan on the back of the PSU with no bottom intake vents (the newer PSUs cool the case better)

You can't cool the CPU much cooler than the case temperatures, so if your case is at 36 then you're stuck at that with air cooling

also even if the side is left off of the case then sys temp(case)shows as 36 ish still.

the diodes or whatever they nowadays are notoriously inaccurate to be fair! just ignore the temps imo - as long as it doesnt increase stupidly like to 80C and it doesnt crash then it's fine imo.
