X2 Dual Core Optimisation query...how?...please!

Hi to those of the CPU threads - I usually post in GD so first one here:
Basically I'm after a little help with my set up.
Mobo: M2N-SLI Deluxe
CPU: 64 X2 Dual core 4200+
Mem: 2 Gb Corsair XMS ddr2 5700
WD Cav SATA II (250Gb)
O/S: Win XP Pro (32 bit)

My concern is with the various bits of software that are meant to optimise the dual core capabilities in win xp. Seems a bit of a mess.
The three being:
AMD Cool'n'quiet
AMD Dual core optimiser
Microsoft dual core Hotfix.

I'm running all three of these and I'm pretty sure I've got everything sorted in BIOS as well. The only thing I haven't enabled in the BIOS is AMDLive! as:
a) not really needed
b) Keeps appearing in Device Manager as an Unknown Device (which is irritating!)

So, my query is that I've run some benchmarks (SiS Sandra gave me a processor arithmatic score of PR 6630 - if that's a help)and checked task manager when rendering Video, etc and the processor usuage never goes above 50%.

I've got the feeling that the full power of my rig has not been fully unleashed.

Does anyone know exactly how to configure the software above, are there any conflicts, have I done anything wrong (i.e. do I need the ms Hotfix running as well as the AMD dual core optimiser i.e: both or just one, if so which one?

Any help greatly appreciated. Thank you.

50% = not a dual core app.

Turn on COol N'quiet if your not overclocking, otherwise keep it off.

I don't know what the hotfix + optimiser do, apparently smooth games on DC chips.

I Installed it and no harm done.
 
The hotfix stopped a lot of stuttering some games and software had. My freeview stick would judder and NFSMW wouldn't run smooth.
Not quite sure what the hotfix has done if anything.

Thanks for post - I've examined task manager - performance whilst rendering Adobe Premiere Pro - which certainly supports multi-processor setups and it shows never above 50% processor usuage hence OP.
