WAY better.
Will prob have better VRAM, wider bus, more shader units, and higher clocks.

X850XTPE is clocked higher, has more pipelines/texture unites/etc (giving much higer fill rate and pixel shading power), the ram will also be clocked higher and on a wider bus giving far more bandwidth.
ofc, if you want a pc to run word and excel using power from some solar cells and a cut up oil drum then the X300 is... overkill still. but far better for that application.
Power use/price = X300 winner
Performance = X850 winner

they willl see a HUGE Inmprovement has to be at leasr double the speed i woulf of trhought. the x300 woul be something you got in like a dell or somethikng pre built. the x850xpte was the ultimate high ende ati card at the time its creme de la creme probably costing a few hundred quid
