X370 board won't POST

I've picked up a second hand Biostar X370 GTN ITX motherboard with the intention to use it with an Athlon 3000G. I built the system but it doesn't seem to do anything other than power up. No HDMI signal, no keyboard lights, nothing. I get power to the CPU fan though.

Now at first I thought it would require a BIOS flash to the new chip, but I get the same result with a Ryzen 2700X and now also with an A6-9500 installed.

I've tested with 2 separate memory kits, in and out of the PC case, 2 separate power supplies and with no SATA or M.2 drives. I'm fearing the worst here.

Anyone got any bright ideas to try anything else? I don't think this board will POST without a CPU, infact I'm that sure of it, I've not even tried.

Did you ask whoever you brought it off what bios version it had?
 
Yes, apparently it had only a Zen compatible BIOS, which is why I tried the A6-9500, which I think AMD handed out in their boot kits?

Cleared the CMOS many times.
