That is a bit high, when i had one it used to idle about 43-44, and only go to about 65 underload, the heatsink might not making proper contact, or it may need a clean.

The most I had on air was around 60, and it idled at about 40.
Currently on water and the highest it gets is 35
I'd take the existing cooler off and put a new layer of paste on and make sure the case ventilation is working ok.

X850 XT Temps
My PC X850XT hits around 90degrees when you really push it with atitool. Had it up to 615/1290 and is stable for a benchmark but i just run slightly over stock most of the time and the fan never goes higher than 15% and under load stays under 50 degrees.
As said elsewhere, make sure u have good airflow in your case, and i say it never does any harm getting inside your case with a hoover! You'd be surprised how quickly dust builds up inside.
