Currently, my old rig runs an X800XT, which of course is directX 9 and won't run things like Grid or TRU.

I have a hd3650 kicking around here, will that be up to the job or am I too far out of touch and need to look at something else.

Cheers

Well I took my brother to one from a X800 Bravo (similar to a pro) and it was roughly a third faster. So I'd guess it'd be about 10-20% faster than the x800, but of course it would deal with shader based games better.

Well my X800XT is clocked at 575/575 but is only 128meg where it would seem that the 3650 is 725/800 and 256meg.

As I say, I'm well out of touch on hardware so not sure what, if any, improvement that gives.

Completely different architecture so just comparing clocks is a little redundant. It will use less power than your old card I believe, be a bit faster, and deal with newer games better (SM3 etc, plus stronger shader power and more texture memory for larger games). If its a cheap upgrade go for it and see what you think, although note make sure you get the GDDR3 version. If you get one with a dongle, it can also do 2 (poss 5.1) channel PCM/5.1 DD via HMDI straight to a TV/AMP I believe (the new 4 series upgraded that to 7.1pcm)
