X99 Motherboard with Low Profile GPU not running

Hello,

For a while now, I've been trying to set up a small homelab with an X99 motherboard.

I bought a motherboard + CPU + RAM kit (MACHINIST X99 PR9 Motherboard Kit LGA 2011-3 with Intel Xeon E5 2650 V3 CPU Processor and 16GB (2*8GB) DDR4 RAM).

The problem is that I haven't been able to get it to boot. The first time, I thought it might be defective since I was getting 3 beeps when everything was connected. I returned it and ordered another one, but again, I got the same 3 beeps and couldn't boot.

I tried everything—changing the RAM slots, using only one stick, etc.—but I always get 3 beeps. My concern is that, since these processors don’t have integrated graphics, could it be that my GPU isn’t compatible?

I'm using an Intel ARC 310 Low Profile.
Is there any known incompatibility with this card?
Could it be that the PCIe 3.0 slot on this Chinese motherboard can't provide the 30W required by the GPU?

I’d like to hear about your experiences with these motherboards and if anyone has faced a similar issue.

For the most part I'd say no, there's no reason it should not work.

BUT, Arc is specifically designed for PCI-E 4.0(+) with UEFI mode and rebar enabled. It does work in older motherboards and without rebar, I'm just more suspicious of a compatibility issue than I would be with an old card like a HD 5450.

I will try with a GT 1030 2GB GDDR5 LP, i will continue to report any progress here, as I have been looking on the internet and have not found anyone with a similar problem with the Intel ARC 310 and Chinese x99 motherboards.
