Xbox 360 license transfers....

I've manually moved the save games I need for my new console. Is it a case of now doing the license transfer from my new console?

Will this ensure online passes, DLC etc will work, even if I need to download the DLC again?

Yep transfer to your new console, if you don't do this and your net goes down you can't play the DLC.
