Depends how good his PC is now. I'm pretty sure my PC could manage that. The whole "Xbox 360 is cheaper" argument is flawed because it goes under assumptions of what you already own.
Personally I don't think there's any point in buying a 360 unless there are games you really want for it. For me there are no 360 exclusive games that can justify me buying one.
