I can join Halo 2 games, but I can't join parties - "we're having network errors" sums it all up really. 
I've not tried the downloads though, so no idea about them. The guy across the road from me (the one I was trying to set up a few parties with) is also having problems.
They might have been resolved now, I stopped playing it about an hour ago.
