Xbox live rep question

So, sometimes I rate people down on xbox live as do we all... However I've noticed that sometimes people's "rep" will be on 3 stars but when I rate them down it goes up to 5 stars...

What's that all about?

I think it's broke. I've reached the lofty heights of 100% avoided me but I still have 5 stars. I guess really it's linked to all the multiplayer games you play so even though one person might rep you down, the umpteen who rep you up and the hundreds who don't rep at all are all counted in your star value.
