XCOM Enemy Unknown and FPS

Decided to finish this and then move onto XCOM 2.

However I've noticed my FPS is only around 20-30 where as when I had my GTX970 in I was geting solid 60 FPS with VSYNC on.

So I've treid adding the XCOM.exe to the nVidia Control Panel to force it to use my 1080Ti power but its still the same, what gives? I've reinstalled the game, done a wipe and clean reinstall of my drivers too.

Turn off AA, reason is this game (XCOM 2) is very memory dependent and your DDR3 1600 cripples your performance.

Sorry my post was confusing, Im playing XCOM 1 that has the stuttery frame rate. XCOM 2 is fine.
