Xeon E5 2640 V4 - Can it be overclocked on the X99? Googled around a bit and can't find anything solid. FSB clocking only? Can I do it via strap?

No it's only the uniprocessor models that are unlocked (E5 16xx) and even then the quad core models of that series are locked, unless things have been changed starting with V4.

Perhaps you could overclock with the 1.25 strap but I'm not sure if it will be available with a locked CPU.
