Xfire not problems

So my r9 290 xfire setup has just stopped working. Gpu 1 and 2 work fine individually but with xfire enabled gpu2 is stuck at 300mhz and worse fps the a single gpu.

So far I have closed all start up programs programs, reset Windows 10 which broke the keyboard so I have reinstalled win10, installed crimson 16.3.2 Which when restarts puts the pc in a failed to start attempting repair loop.

I'm currently reinstalling again to try an older driver, anything else I can try while I wait?
 
I didn't get a chance to disable ulps as it got stup in "Windows didn't start properly- attempting repair loop. Install is on finishing up stage hopefully it restart without attempting repair
 
Windows is working xfire still not working. Worked for a quick haven run and then nothing for 2nd run. Usage goes up but clocks stay at 300. Any ideas?
 
I have disabled ulps ever since the green led stopped working.
But anyway gpu 2 has become unstuck! I selected gpu 2 in afterburner settings and oc'd it. I did notice that if you select gpu 2 in settings there's no voltage control for gpu 2.
 
Haha gpu 2 is no longer stuck at 300mhz, it now bounces around 300 at idle and 1050 load. Gpu 1 however is now stuck at 1050 idle even when I set the clock at 1000.

Thank you for the company while I was resetting/reinstalling the os 15 times
