XFX 280X DD - Only single fan spinning

Friend has a machine with a 280x DD in it,

He noticed yesterday that only a single fan is spinning on the GPU so I took a look this morning and the first fan works fine and you can raise and drop the speed within Afterburner etc, but the second fan doesn't response apart from twitching from time to time.

The card runs unigine heaven perfectly and doesn't seem to break 70 degrees still so its not a world ender but its just bizarre!

Looking online it seems to not be an unheard of thing but I cat work out whether its a software thing that certain driver messed up or just the fan setup is prone to breaking, my question is can it be sorted out?

found replacement fans on ebay for few quid but just had a small hope I could sort for him today

Almost certainly a physical failure with the fan, rather than a software issue. The fans both connect to a single header on the card, so there's no reason one would be spinning and the other not because of software. Have you tried giving it a bit of help to start spinning with your finger or something? The bearing could also just need lubricating, which is easy enough to do if you can remove the fan.
 
Fans die eventually. If they're cheap then it's probably worth replacing both fans while you've got the thing apart.
 
I have already ordered up 2 fans as you suggest so fingers crossed that will sort out it

The offending fan spins freely like the working one so think it's just dead rather than a bearing issue, but did look at that too tbh :)

Totally forgot I left this open

We ended up buying a replacement fan set and now all is well. The bearings in one of the fans were nuked
