Yes its reference, its just the cooler that's different.
It seems a large price premium to pay unless he's going to be using air cooling for quite a while.
It's currently £66 more at OcUK than the XFX card with the stock cooler and £108 more than the pre-order cards with stock cooler due on 27 January.

From what I have read the XFX black edition hasn't inspired reviewers above the reference cards and as stated the extra £100+ over the ocuk version is just silly. while it may be overclocked 1000mhz is hardly worth noting. If they put it at 1300mhz it may actually be interesting.
Your friend should just consider buying the ocuk 4970 and the waterblocks and still save money.
