Yes I know this kit has xmp but I want to know if I buy a cheaper kit with no xmp profile can it be enabled the bios and still get the same performance?
 
No you can't activate XMP if the ram modules do not have an XMP profile. An XMP profile simply means you won't need to adjust settings by hand and the memory chips are tested to work at XMP stated values. In simple terms it's like a one button overclock.

The best thing for you to do is to buy the XMP modules and use the XMP setting. You've saved yourself learning about RAM timings and also completed your quest for max power.
 
Yup

With ram so cheap, you'd be daft to buy ram without XMP

Personally I tend to go for Corsair ram, it's never let me down
