XP Hangs / Locks up

Since I have had my PC rebuilt I suffer from lock ups.
I had a pentium system with 2 gig ram. I had a power surge and a repair shop rebuilt my PC with an Asus MB, AMD CPU and 4Gig Ram.
The system works fine but. When I close a session on internet for example, after the browser has closed there is 15 secs of HD activity (hour glass indication, I assume it is HD and not Ram).
If I am impatient and try to open another application then the PC just locks up and I am unable to clear - even with task manager.
I have never had a problem in the past, even with lower spec PC's.
Can anyone tell me why the HD is slow to rest after each session and what I can do. I am fed up with manual re-boots.
PS. It has only also happened since I have had IE8 installed on this new PC

Perhaps IE8 is set to clear your browsing history on close? That might cause a delay, though 15 seconds is quite a while.

That is exactly my problem.
Can someone tell me how to uncheck this. All I can find is Tools / Int options / Advanced / Security / empty temp in files when browser is closed. My one is unchecked but history is erased on exit.
Any ideas please.
