If you have XP Home could you upload the bootmgr file because my bro deleted it and his pc wont start.

You need to get your self a xp disk by hook or by torrent. Then use it to repair the master boot record. Boot up from the disk when asked press r to enter the recovery console when you get to the prompt type the command fixmbr then confirm then type fix boot fixboot and confirm.
 
put another one in..

i don't think it's a "file" as such, windows does a few things to fix it
 
i would but the cd drive on his pc is borked
Your going to have problems they can you not temperately swap or replace it a new dvdrw drive can be had new for less than 15 pounds or if times are hard a visit the to you local council refuse/recycle center and a bit of chat to the nice people in yellow coats could get u a cd or dvd drive for free.;)
