If you have XP Home could you upload the bootmgr file because my bro deleted it and his pc wont start.

You need to get your self a xp disk by hook or by torrent. Then use it to repair the master boot record. Boot up from the disk when asked press r to enter the recovery console when you get to the prompt type the command fixmbr then confirm then type fix boot fixboot and confirm.

Can you not load it from the XP CD using recovery console?

your problem? Make him buy another one

Or borrow one from another PC/mate/whatever.
This is but a small hurdle! think latterally

i don't think it's a "file" as such, windows does a few things to fix it

Your going to have problems they can you not temperately swap or replace it a new dvdrw drive can be had new for less than 15 pounds or if times are hard a visit the to you local council refuse/recycle center and a bit of chat to the nice people in yellow coats could get u a cd or dvd drive for free.
