XP/Vista Firewall without admin rights?

Does anyone know how I can let a standard non-admin user enabled/disable the Windows Firewall as they wish ... I've given them full permissions to

HKLM\SYSTEM\CurrentControlSet\Services\SharedAccess\ 
                            Parameters\FirewallPolicy\StandardProfile

But the option still greyed out ... anyone got an idea?
