XP works fine when laptop plugged in but is unresponsive when on battery?

My father has a Packard Bell Easynote MV46 laptop.

He gave it to me to look at as he was having a problem with it.

It boots up fine when running on battery power, but once the desktop appears and you try and open a program or even something as simple as the Control Panel, the mouse pointer changes for a split second to the egg timer icon and nothing happens.

It continues to change for a split second to the egg timer forever, but never opens anything up. There are no "low battery" messages and the battery icon in the taskbar shows over an hour remaining.

However, as soon as it is plugged into the mains, after XP finishes booting up to the desktop, everything works perfectly.

So he obviously has some sort of battery issue, but I would have thought if the battery was not charging properly and was of such a low power, it would go into "Standby" and advise you to plug it into the mains?.

It's not doing this, showing a reasonably full battery charge and just sitting there with the desktop showing unable to run any programs.

Any ideas?.
