xphome notepad popup

hi there

i have a fresh xphome install, all updates and about 4 programs installed with 8 user accounts.
when i log in to each account i get a notepad pop up with the following text.

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll, -21787

any idea what this means and how i can prevent it happening?
