When you turn on your computer at the start there will be something that says boot setup or something like that with a key which could be del or f12 press that button on your computer then find it in the bios and enable it.
So have you tried Quickset? Given that it is written specifically for this PC and does what you asked for, why bother with nTune? nTune is a generic nVidia product allowing tweaking of nVidia chipsets. But it doesn't work particularly well with the board in the 710 and the BIOS is pretty restrictive on tweaks.
If you just want to change the lights - just use Quickset.
