However get a good one and they will hold their money, are easy to work on and tuning bits are plentiful and relatively cheap. Good basis for a cheap track car these, yes its based on a shopping trolley but all manner of parts are available. Take a look at this thing!

If I was buying a Mk2/Mk3 Fiesta I'd buy on bodywork condition above all else, rust is your worst enemy, trim and mechanical repairs/uprades come relatively cheap but properly fixed a rotten shell will cost a fortune...best to start with something tidy.
Whats with the desire to convert to RWD as well? A lot of hassle involved, and I can't help but thinking it'll be a bit snappy at the limit with such a short wheelbase. Sticking FWD with a zetec turbo engine and Focus RS (mk1) gearbox (or Zetec or ZVH if you're on more of a budget), with some trick suspension and a plated LSD would be my bet for a cheapish track car....
