i would hang back if i could for sure, but i currently do not have a GPU at all as my 460 broke...twice, so i got a refund and not sure what to get now, but im not sure i can hang on until the 7XXX series comes out, although if i could wait a few months that would probably be the best option for me

there is no guarantee that it will unlock btw, but still for that price who can complain?
The unlock rate for the 6950 was virtually 100%, so you had to be REALLY unlucky not be able to. Unlocking the shaders will net you a nice performance boost, and is basically a dead cert. Unlocking to a full 6970 was a bit more haphazard because of the faster memory timings some 6950s liked it and some didn't.
