...your hard drive is so broken that it is bottlenecking your system to the point where prime95 can't fully load your cpu.

Time for a new hdd. :D

To be fair it is just a piece of **** IDE drive that I pulled out of an old external that I had lost the power cable for. I really only wanted to check that the rest of the box was working before I spent the money on a new HDD for it.

I wasn't prepared for it to be that bad though. You should hear the noise it makes. Sounds like a tumble dryer with a handful of change in it :D

during gaming if the hdd is not being used then that means that you have enough RAM to ensure that the page file on the hdd is not having to be used.

The hdd will only slow things down when you have to load a new level or map or whatever.

hard drive speed doesn't mean much during actual game play..

Well it depends on what the game is doing. if its a game like the Sims 3 for e.g where it relies a lot on your hard-drive read speed then your gonna get bottlenecked. Mainly stutters due to the games not being able to read all the information fast enough.

My parents computer did something similar an old IDE drive the computer had gotten stupidly slow even after I fully rebuilt it and added more memory and a better graphic card....

I ran HD Tach on it and got an amazing 4mb/sec :D
