I doubt it'll happen, I wish the authorities good luck trying to enforce such rules. They can go kick rocks if they think that I'll be following such nonsense.
Instead of bringing the ridiculous new regulations, I think they should concentrate on non-insured drivers. The fine and few months ban isn't enough. If you know that for driving without insurance you'll get ban for 2 years or so, and have to pay few thousands pounds you'll think twice before you get behind the wheel.
^Fair enough, I meant as an optional thing. I live so far in the sticks that the only thing worth going to at night time is the pub So I couldn't drive home anyway

The certainly have a probationary period of 2 years, which has some ridiculously strict rules.
If you're caught speeding then your probation is extended. I know of someone who's still on probation even though he's been driving for 5 years

You could also try the Scandinavian system where they have to learn for ages, do mandatory night time training as well as skid pan training to give everyone the proper skills to start with.
What a stupid idea, I would be to young to drive home from work late. I've been driving for over 6 years, I have never been involved in a crash and I have always had a clean license. Why should I have to catch a bus at night? Bus drivers are the worst out there!
