Youtube and copyright??

Hey all

Just wondering if anyone can clear this up.

I thought downloading someone else's video on YouTube and then re-uploading it with either a) edits or b) no edits and the exact same as copyright violation and thus not allowed on YouTube.

Can anyone tell me how, for example, Teens React to series is allowed when clips of another video on YouTube is used?

There are more than that channel doing it, but only one I can think of at the moment.

There are others, such as "Everything Wrong With" where they go through movies and spot out flaws etc - how do they do it?

Hoping someone can clear it up... I've read about Creative Commons, but none of the videos I am talking about have that and are labelled as Standard YouTube Licence.

Is it because they don't monetize or what?

Quite often if there's a grey area with the bigger channels they license the content they use, either for money or in exchange for the exposure they provide.
