YouTube and HD

I've been getting a weird problem lately on YouTube where it wont let me choose 720p/1080p. The video will start at 360p and then at any given random time into the movie it'll switch to 1080p but it wont actually buffer again.

This is happening on a few browsers, Chrome, IE, Firefox. I've reinstalled flash player but it doesn't seem to have helped.

Any ideas?

This is happening to me too. Not sure you are in the right forum but yes I have this issue too.
