Youtube videos not filling box?

I have some videos that are not filling the box for some reason and I don't know why here is an example :

I use Windows Movie Maker and my settings are :

1920x1080
4000 bit rate
45 fps

256kps, Stereo

Likely to be the Movie maker settings.

I just uploaded one using his HD Profile and its still the same.

use camtasia, it has a "snap to" function, that makes the video fill the box.

But the thing is I have uploaded other videos the same way with no problem but some of them always do this,
