For the above tasks is there any point building a full pc or should I just use the nuc style platform and will a celeron dual core be enough for a smooth experience?
For usage requiring that little power you could possibly go even cheaper / smaller and use one of these, then just bang in a cheap USB stick for added storage. But yes, a cheap NUC would be more than enough for those programs.
Have you thought about trying one of the many Linux distros available? They can massively speed up older and less powerful hardware for a grand total of £0. Throw in the completely free Libre Office & VLC and you've got a machine capable of everything you've asked in the title without spending a penny.
Intel Nuc with Celeron N2820 for £80 or a foxconn i3 3217U £95 both barebones I already haave a i3 foxconn one as a kodi box but wanted to know how the celeron would fair against it as it has faster clock speed.
and I dont know if the sister-in-law would like linux so want to stick to windows.
