Z170 acting strange

So I upgraded to a Z170x Gaming 7, 6600k and some Avexir DDR4 last week, but only managed to get it up and running yesterday because of work.

I've now noticed some very strange activities:

1) Very difficult to install software
2) Start up takes around 30% longer (from 23s to 30s+)
3) Some programs won't start (NZXT CAM will load, but hang on login page)
4) Ridiculous reboot times. Last night I had to just turn the power off (after 10 minutes) and today it knocked off the power to the peripherals in a reasonable time, but then didn't actually reboot.
5) Can't close hanging programs such as CAM once they've frozen, they won't even react to task manager.

I completed a full visual inspection of all the hardware before installing (motherboard was B-grade). Nothing unusual. Computer works fine outside of those applications and will do everything else perfectly.

All updated have been completed, BIOS update, etc....

Just scratching my head at this. The RAM picks up perfectly and I tested it in another computer. I can't really test the CPU and mobo in another computer because the other is under hardline cooling.

if you have discounted the RAM, then it sounds like a storage or CPU issue.

can you trying the hdd in another port?
does your bios detect the hdd and cpu correctly?

BIOS detects everything as expected, allows me to overclock (although I haven't) and tweak all the usual settings.

I can try the SSD in another port (only running fresh install SSD), but I feel everything is pointing back at this board :/

Is this a fresh install of windows?

Is the BIOS upto date? is XMP profile for the ram set + saved?

Fresh install and only running off a single SSD using a known working cable (cable brought from old rig).
BIOS has the latest update.
XMP has been tried @ stock, XMP and also 2666 with 1.35v just to test.

SSD if fine, unplugged it and put it into my HTPC, booted fine and installed/ uninstalled software with no issues.

I've put the RAM into different slots, single stick, different known working set. RAM is ok (from my testing).

CPU's generally don't go bad, and if they did, it wouldn't allow any boot, let alone just hanging restarts.

Fingers are pointing at the board, really can't be without my computer for another week :(
