Z490 Chipset vs Intel 9900K

I currently have a desktop based on Asus Z370-g mATX, Intel 9600k, EVGA RTX2080xc, two Corsair Vengeance 16GB 3,000 MHz ram sticks and Samsung 970 pro SSD. For 1080p gaming I have no trouble. But if I set resolution a little higher using the Nvidia feature (Super sampling or something like that) and set two a bit higher than 1080p then the frame rate can drop on some games like FORZA horizon 4 l, and GTA V is terrible, mainly things like plants and foliage cause this. But if I select full 4K resolution FPS can go down to 30s, I can get back to barely 60fps if I lower graphics settings but I have to lower quite a few which kinda defeats point of high resolutions. I know the CPU is the weakest link and been thinking of upgrading to the 9900k. But wondering if I should consider saving and getting a z490 board and CPU. The reason, I’m hoping I could get good improvements by going for maybe the second or third ranked cpu rather than the highest spec’d one. But I know the 9900k will give huge improvements from the 9600k, but how long would this still be adequate for future gaming? Maybe I’m worrying too much, but thought my GPU would cope better at higher resolutions, if I know the 9900k will make a good difference then I’ll just do that. I’m guessing the 2080ti will just get throttled. As a ‘clutching at straws’ option. Would adding another 16Gb ram stick make much difference? I ask as prices are dropping, or maybe get faster ram? What’s people’s thoughts and thanks in advance for you’re replies.
 
Thanks for the replies. What was said about the GPU makes a lot of sense, I think I just refused to believe that spending £600 on a graphics card wouldn’t be enough for good 4K gaming.
Ryzen? Wow, I knew AMD were on the up, but will probably never realise how popular they really are. I think I’m old fashioned, always liked Intel, and infact the European HQ is five minutes away from me. I guess I’m just more familiar too. It’s the same with TV’s, a lot of ppl praise Samsung, and they certainly seem good. But again I still think of the good old days were, Japan mainly made the good TV’s and always liked Panasonic and now also Sony. But certainly the value of Ryzen CPU’s are (I haven’t checked) are likely to be much better than Intel, but maybe that’s what puts me off, it seems too good to be true? But thanks for reminding me about AMD. Will have to look into things more. Think I shouldn’t rush, and just start saving. Many thanks people. Hope I can help some of you with my thoughts even if they go against traditions. But hey a different perspective and all that!
 
Yes my CPU is overclocked to 5.1 ZGHz. That surely can’t be to all cores though? It’s when you start playing games at higher resolutions that you start hearing the cpu cooling fans for liquid cooling start to spin a lot faster. But fortunately it’s not for too long. I will check that multi core enhancement setting again though. Glad you reminded me!
