In a word, no. lol. Not really.

But I guess it depends on the sort of games you're looking to play. That page doesn't seem to specify what resolution screen the laptop is either, but the 940m can't really be considered a "gaming" GPU, especially for 1080p gaming.

Can your budget stretch any further? I think to get a good entry level gaming laptop, which will play modern games at reasonable settings and frame rates, you're probably looking at around £1000. But again, it depends on the sort of games you want to play.

Those are different specs from what's listed on the page you linked to. The 950m is better than the 940m, and would certainly be ok for games like Command & Conquer and Empire Total War. The second set of specs also lists 16GB of RAM compared to 8 GB on the product page(?)

So yeah, those second set of specs don't seem too bad for the price at all, and will certainly allow you to play games like those you mentioned. Whether you can get better for the money, I'm not sure. Others may be able to help you with that.

Google dell inspiron 15 7558 / 7559, MUCH better spec and has GTX960m 4GB gddr5. Around the same price as the one you linked.
 
Zoostorm basically assemble clevo laptops i think. the 940m will play most new games at 1366x768 at low to medium at a steady 30fps, but some games it struggles with like batman arkham knight and assassins creed unity, seems to do ok with witcher 3 for comparison, Though i definitely wouldn't spend £700 for a 940m laptop, with clevo builds you can get a 960m for not much more which is much better!
