First make sure there's no OC profiles being applied for the GPU. e.g Afterburner. Unistall if you have.

Reinstall drivers (use DDU and do a fresh install of current driver).

Remove the GPU and check the fan connector, you may be able get to it without removing the cooler to pop it out (being careful not to remove the female side from the board, you may have to work it out but dont force it) give it a blow and stick it back in, also visually check the fan cable for scarring or meltage.

Get a 4pin to GPU fan connector adaptor and power it off motherboard 4pin or molex to 4pin. See if the fans kick in and solve the issue. And then start go down the level of if some issue with bios or actually board level HW problem.

I have a similar 970. The fans started ticking so I removed them and strapped a 140mm Thermalright fan on there and it's been fine for years since. The only drawback is the fan doesn't stop spinning like the stock fans did, and of course it takes up more room in the case. I don't remember how I powered the fan but I expect it's off the graphics card connector.

You could just deshroud it and cable tie a couple of 120mm PC fans to it until the replacements arrive if you need to keep using the card in the mean time.
