I have found this for £400 it comes with a gtx 860M 2GB, and a i5 4200U

After fitting 8gb ram and a 120ssd it will come to around £500.

Can a better small form factor build be better at this price?

Unless you really need it to be that small it's better to go Mini-ITX. Still small and quiet but you get way more horsepower for a similar price.
