Nvidia Shield internal storage problem

I've got an Nvidia Shield that I use as a plex server and small multimedia setup, its one that only has 16gb of internal storage so I've added an SSD and configured it via settings / storage to be used as extra internal storage, it shows up and has some Apps installed on it but I'm still getting out of memory messages when trying to install an App, its nowhere near full, not even a quarter of it used, so can't work out why its saying not enough memory to update Apps. It is definitely Internal and I have another larger USB drive configured as removable storage. Anyone got any ideas as to why please?

i thought apps go onto the internal storage and not external unless its setup that way on the shield tv. i know some apps i got have to be moved manually from the app settings to set it to external or internal storage.
