Just personal preference on my part though
All the programs listed to do it
Seem fine
Though I would go to the actual softwares home page
Rather than links from someone else

Could try it in a VM first
Though not everything always works right in VM

The app to do it is $30, just to do that, nope.

There's probably some way to do it
That doesn't involve buying windowblinds from stardock
Been ages since I messed around with that sort of stuff
And video wallpapers etc
But everything I tried was free
I just never tried making it look like that
I remember the originals lol
Doesn't look visually appealing to me

I would recommend getting your nostalgia fix from a real retro PC rather than changing system files in a modern Windows OS.

If you want a modern OS with outdated UI concepts, there are plenty of Linux desktop distros for you. For clarity, I like Linux but it's true.
