that doesn't sound like a normal static shock from the screen.
when i normally feel static from my monitor it just feels like something stroking the hairs on the back of my hand.
what you describe reminds me of when i got a shock while trying to fix a stereo with it turned on.
that sort of vibrated my hand and it hurt quite a bit too.

is it a tft or a crt monitor
