Have you tried the card in a different computer?
remove the PCI-E card and use the PCI card alone, should stop it trying to boot from the PCI-E card.
No beeps sounds like a short to me... lost screw down the back of the motherboard, misplaced backing plate on a tower hsf, jam in the psu?

Try the old PCI card in there on its own, not with the 8800 in as well as mentioned above.

on me motherboard it has power swith on the board asus blitz formula
so wont ne to short the pins dont really want to do that
