whats the best CPU cooler money can buy ?

Thermalright Ultra-120 Extreme is the best air cooler on the market, but it comes at a price. You might want to look at something less than the Noctua, TT BigTyp 120 VX or Scythe Ninja RevB.

Actually... not anymore it's not. Thermalright have just released the new IFX-14 which is even more loony that the 120 extreme. See this link:

For something more sensible and really easy installation without the need for masses of space take a look at the Zalman 9700NT. I have one installed and the difference between mine and the thermalright cooler is around 2-3C for half the price. I have a Q6600 @ 3ghz with temps of 31C-30C-27C-30C idle and temps of 49C-48C-44C-46C under full load with prime95 torture test. Under normal load i.e bioshock my temps are in the low 40's.

General concensus at the moment from the reviews is that it doesn't beat the Ultra 120 Extreme in terms of cooling performance. Remember, price + wackyness doesn't make it better :)
 
D-TEK fusion, providing ofcourse that you have a radiator, tubing, fluid, resivoir, pump :D.

but if you want air then i would recommend the tuniq tower.

Well if your not bothered about cost why are you sticking to an air cooler?

I would recommend the Coolit systems freezone, although liquid based its a self contained unit .
