New build - is my motherboard kaput?

All,

Any help greatly appreciated. Build a new PC (also built my last one, so have some experience) and went to power it up. Fans come on, hard drives whirr etc but no beeps and no boot. The case (SilverStone TJ-09) does not appear to have a speaker so connected to my old PC but no beeps also.
Took mobo out of case in case of shorting and only connected one stick of ram (had four), graphics card and bare essentials. Same story (and I did check all power connections there).

One issue I discovered while building is that the CPU fan header does not work. The other fan headers appear to but that one provides no power. CPU fan is connected via molex. Is it possible that the CPU fan header not working is preventing a boot?

Yes it's very possible that the system will not boot without a fan plugged into the CPU fan header. My IP35 Pro will not boot if a fan doesn't get plugged into it, which is annoying to say the least and I ended up plugged a case fan into it so I could boot. Are you plugging the fan in properly on the CPU header? I know those come normally with 4 pins although some CPU coolers only have a 3 pin connector. You can normally only put the fan in at one position on the header but just checking in case you aren't putting it in correctly and are on the wrong pins.
 
hmm...Strange that not having a fan plugged in would stop it from booting. Have a look under the motherboard where that fan header is as well just to see if it;s been fried or something as well.

To be honest, if your getting no beeps it's either the cpu or your motherboard.
Get the system unbuilt and onto a card board box or something, connect a case speaker, and only have the cpu and motherboard connected up. Put all the power requirements in and turn it on....If you get NO beeps (You should get 3 long beeps due to there being no memory installed) then I'd say your motherboard's kaput as you said.

If at all possible try and get your cpu to boot in some one elses system jsut tp double check that's working definitely.

One other thing you should check...take the cpu out and make sure there are no bent pins on the motherboard socket...Even if they're slightly un-aligned that can cause aggro.
