Hmm ok are we still going by the list in OP? I've noticed OP hasn't updated the list for ages.

If we're just giving it to anyone then DirtyJester you have 1st dip.

I think, if you try to install the game over the top of the other one with the new serial then steam identifies it, and allows you to give it away(?) Not certain though.

AAAARRG my broadband is giving me headaches!! Will send game voucher when I can login to steam!!

Greenboi there was a guy contacted me through steam soon after DirtyJester so if he doesn't want EP1 you can have it.

*EDIT* OK Internet seems ok now have sent DirtyJester HL2 gift.

Maybe because he has HL2 installed and they look at that rather than EP1?

Not 100% sure as I have no games (yet wakey wakey Secret_Widow ;)
