I have patched to latest version, but my Menu still looks a mess

No. I had that bug in the beta. I think if you re-install the game you should be good to go.

I wouldn't think so ! How did you patch it ? it could be a difference between the US and EU versions. What does the game look like ?

The game looks fine, althought Literally all of the Panzer Elite Units and British units have no name, they are just called $123128739 or something like that.

have or did you install any mods? (even on original coh)

some mods change the language file, as they have created new units etc - this causes that to happen

either requires finding the original file from a backup? or reinstalling from scratch
