Unless I'm missing something, the police have had nothing to do with this, and Caparo have simply taken it upon themselves to do the car up with police livery?

Is it? Fair enough. Was simply going on the following bits of the article:

now Caparo has gone one better and adorned one of its Caparo T1s with the livery of the Metropolitan police
